Commissioner of Financial Institutions for Puerto Rico, Attorney Rafael Blanco has held executive positions with many banks on the island. The Commissioner since 2011 gave a concise account of the financial history of our banking industry and the plans in operation to make the system more efficient. He spoke on the cold reality of the institutions brought about by the prime mortgage debacle. It was interesting to note that Puerto Rico had 12 commercial banks in 1971 while now it has five. Our speaker holds a B.A. degree in Economics from the University of Notre Dame and a law degree from UPR.
