Recent Police Superintendent of Puerto Rico, Colonel (Retired) Michelle Hernandez de Fraley, PH.D., gave a fact-filled overview of steps taken to professionalize the police force. Leadership education, equipment updating, communications, and training were a few of the topics she covered. Increasing the resilience and endurance in situation of crisis was an important component of her term in office. Our speaker's educational background began with our local Robinson School. After graduating with a B.S. from the West Point Military Academy in 1984 (the first woman to graduate from Puerto Rico), she went on to get her master’s in science and Arts culminating in a Ph.D. in Management and Organizational Leadership.
